China's new training hubs in Laos and Cambodia test Vietnam's non-aligned stance

China has opened a joint air-pilot training centre in Ban Keun, Laos, adding to its facility at Cambodia’s Ream Naval Base, prompting Vietnam to reaffirm its non-aligned foreign policy.

China’s latest joint logistics and training centre for air-force pilots opened in Ban Keun, Laos, complementing its existing China-Cambodia Joint Support and Training Centre at Ream Naval Base. The facilities extend China’s reach across inland Indochina and toward the Gulf of Thailand, raising concerns in Hanoi. Prime Minister Le Minh Hung, after trips to Laos and Cambodia, noted the “great friendship” with Laos but Vietnam has remained silent on the Ban Keun site.

Vietnamese officials argue that their non-aligned policy—no military alliances, no foreign bases, no use of force—remains essential to prevent Laos and Cambodia from becoming hostile footholds. They propose political transparency, treaty consultations, and broader foreign access to the bases as ways to dilute Chinese influence while preserving regional stability.

Why it matters

China’s bases could shift the strategic balance in Indochina, challenging Vietnam’s long-standing neutral policy.
