China to Require Licences for Tunnel Boring Machine Exports Starting Nov. 18

China's commerce ministry announced that exporters of tunnel boring machines must obtain licences from Nov 18, a move that will affect India’s heavy reliance on Chinese equipment.

The ministry said the new rule follows the export control law and applies to dual-use items such as tunnel boring machines used in metro rail and highway projects. The licensing requirement takes effect on Nov 18 and coincides with updated controls on drone-related goods and dredgers. India, which imports most of its TBMs, will now face additional hurdles for its infrastructure programmes.

Why it matters

The licence requirement could disrupt India's infrastructure projects that depend on Chinese tunnel boring machines.
