According to a CIA Red Cell analysis called “Fracture From Within,” Israel faces a volatile environment that could lead to internal collapse or civil war before the 27 October elections. The document cites the contentious exemption of ultra-Orthodox men from compulsory military service as a major fault line, threatening Netanyahu’s alliance with United Torah Judaism and Shas. It also notes that tens of thousands of heavily armed veterans are reintegrating into society, where personal firearm possession is common.
Additional stressors include escalating settler attacks in the occupied West Bank and East Jerusalem, rising food prices, and soaring defence budgets. The analysis warns that a curtailment of foreign technology and AI investment or a regional decision to halt normalisation with Israel could act as triggers for wider conflict. The report does not address tensions involving Palestinian citizens of Israel, who comprise about 20 percent of the population.
