This appears to be Ratcliffe’s first documented trip to Russia as CIA chief, though he has sustained dialogue with Russian intelligence contacts.

The CIA’s recent involvement in prisoner exchanges includes the April 2025 release of dual-national Ksenia Karelina, a case personally negotiated by Ratcliffe, and the 2024 swap that secured the freedom of a reporter at one outlet and Marine veteran Paul Whelan. Former CIA Director William Burns visited Moscow in November 2021, meeting senior Russian officials and President Vladimir Putin to caution against a Ukraine invasion. Ratcliffe’s presence comes as U.S.-mediated talks aimed at ending the Ukraine conflict remain largely at an impasse, with both sides far apart on core issues.
