CNAIR says missing environmental permit stalls work on Sibiu-Pitești highway
CNAIR director Cristian Pistol blames Environment Minister Diana Buzoianu for the lack of a revised environmental permit, limiting construction on the Sibiu-Pitești motorway to about half of the planned work.
Cristian Pistol, director of the Compania Națională de Administrare a Infrastructurii Rutiere, posted on Facebook that the absence of a revised environmental accord and complete construction authorisations, which should have been submitted to ANMAP on 12 August 2026, restricts the Sibiu-Pitești highway works to roughly 45% of the contractual scope. He explained that activities are now limited to tunnels, viaducts, embankments and reinforcement works for which permits have been granted.
On the same day, the Turkish consortium Mapa-Cengiz advanced the second gallery of the Boița 1 tunnel, adding a 264-metre segment. The first gallery, 247 metres long, was completed in July 2026. Overall, the section’s physical progress stands at about 16%, with 708 workers and 162 machines deployed across the Boița-Cornetu stretch, which includes seven tunnels built using the NATM method. The project, valued at 4.25 billion lei, is financed by the Transport Programme and aims to link Transylvania with Muntenia.
