COA flags duplicate payouts in DSWD's crisis aid program, agency says funds intact
The Commission on Audit identified duplicate cash disbursements to thousands of beneficiaries under the AICS program, while the DSWD maintains that no money was misused.
The Commission on Audit reported that the Department of Social Welfare and Development's AICS program disbursed duplicate payments to thousands of recipients, with an estimated excess of P397.5 million. Specific issues included 5,000 people receiving double the cash amount, around 400,000 beneficiaries getting more than their allotted benefits, and 6,000 individuals receiving aid despite already participating in the AKAP program.
DSWD Secretary Rex Gatchalian responded that no ghost beneficiaries or stolen funds were found, emphasizing that any irregularities stem from human error in processing a high volume of applications. He noted that the program allows a maximum of P10,000 per beneficiary within three months for medical or burial assistance, which can lead to higher payouts. The department also clarified that assistance continued for families who graduated from the Pantawid Pamilyang Pilipino Program to prevent them from falling back into poverty, and denied any political influence during the 2025 midterm elections.
