Congress passes two-year extension of US-Africa trade pact ahead of Trump signature

A short-term appropriations bill cleared the House by a 370-48 margin, setting the stage for President Donald Trump to sign it and keep the African Growth and Opportunity Act active for two more years. The legislation extends the trade program unchanged, providing an interim solution for African governments wary of U.S. policy shifts. Experts argue that the measure does not deliver the predictability required for sustained private sector investment across the continent.

Oge Onubogu of the Center for Strategic and International Studies highlighted the need for a clear, long-term U.S. economic vision for Africa. While South Africa lobbied for a 15-year renewal, the current extension runs only until 2028.

The extension temporarily secures trade benefits for African economies but leaves long-term investment plans uncertain.
