Constitutional Court to rule on SAFE program ordinance amid parliamentary-government dispute

The Constitutional Court has scheduled a hearing to examine a challenge lodged by Chamber President Sorin Grindeanu regarding OUG 38/2026, which incorporates provisions for Romania's participation in the SAFE program. Grindeanu asserts that after the Parliament passed a motion of no confidence against the Bolojan government, the executive was limited to current-administration tasks and could not issue a legislative-type ordinance.

He further points out that several provisions of the ordinance were already under parliamentary consideration, suggesting an overreach by the executive. The request seeks a declaration of a constitutional conflict between Parliament and the government and orders the caretaker cabinet to confine its actions to administrative matters while legislative procedures continue unabated.
