Corpus Christi water scare highlights flaws in Texas drought planning and outdated models

A near-emergency in Corpus Christi this year revealed that Texas’s five-year water-plan updates rely on obsolete drought assumptions and failed to warn the Coastal Bend of impending shortages.

Years of drought pushed Corpus Christi’s reservoirs to below-8 percent in April, triggering water-conservation mandates, industry threats, and a state disaster declaration. A study by the nonpartisan Texas 2036 think tank revealed that five successive state water plans sent contradictory messages about the Coastal Bend’s outlook, with some projecting surpluses and others deficits, and none issuing a clear warning to expand supply.

The plans continue to base projections on historic droughts—often the 1950s event—while climate change is producing more frequent, longer, and harsher dry spells, a mismatch that likely underestimates future needs. Half of Texas’s surface-water models have not been refreshed since the 1990s, and updating them would cost about $4.7 million, yet no dedicated funding has been allocated. Consequently, the region’s 2026 regional plan probably understates upcoming shortages, prompting the city to pursue groundwater drilling, revive a previously rejected seawater desalination project slated for a Sept. 1 vote, and explore wastewater reuse.

An interim legislative hearing on Aug. 24 will consider reforms such as a “readiness phase” for model updates and planning for droughts beyond historical records. Experts warn that without modernized modeling, Texas risks repeating near-crises as climate variability intensifies.
