Costco proposes 166,800-sq-ft warehouse on former Oakland Army base

Costco has filed plans to build a large warehouse on a former Army base in Oakland, promising about 400 new jobs and significant tax revenue.

Costco submitted a development application for a massive warehouse on a dormant site that once housed a U.S. Army base in Oakland. The plan envisions a 166,800-square-foot retail space, a gas station and 947 parking stalls, operating seven days a week. City estimates project the facility will bring about $3 million in yearly General Fund revenue and create roughly 400 well-paid jobs with benefits, averaging $32 per hour.

Officials highlight that 90,000 Costco members live in Oakland but currently direct their spending to neighboring cities, representing about $270 million annually. The proposal follows a July City Council vote approving a two-year exclusive negotiation agreement for roughly 23 acres of city-owned land, with Costco paying $300,000 for the negotiation period. Mayor Barbara Lee described the effort as a potential economic game-changer for the former military site.

Why it matters

The project could boost Oakland's economy by adding jobs, tax revenue, and local access to a major retailer.
