Craiova mayor says property tax reform cannot be applied in 2027 due to IT delays
Mayor Lia Olguța Vasilescu warned that the planned market-value based property tax cannot be introduced in 2027 because the e-property application will not be operational in time.
Craiova’s mayor Lia Olguța Vasilescu said the market-value property tax cannot be applied in 2027 because the E-property system, required for the calculation, will not be ready before the deadline. She referenced Finance Minister Alexandru Nazare’s parliamentary remarks confirming the postponement and noted that even a completed system would be ineffective, as local councils must approve tax rates by the end of 2026. Vasilescu traced the reform’s origins to earlier programmes for OECD accession and PNRR milestones set under previous governments, and mentioned that Law 239/2025 replaced earlier notarial-grid calculations with the e-property platform.
She criticized the PNRR negotiations for overlooking social impacts and suggested that exemptions for first homes could be examined. Finally, she warned that higher local taxes strain pensioners and that local budgets have lost significant transfers to the state treasury.
Why it matters
The delay means Romanian homeowners will not face a new market-value tax in 2027, affecting local revenues and taxpayers.
