Debrecen CATL plant to receive sizable non-repayable state aid, contract details revealed

The Hungarian government will grant CATL a large non-repayable subsidy for its Debrecen battery factory, according to a contract.

A contract between the Hungarian state and Chinese battery producer CATL, first announced in August 2022, shows that the government will allocate a substantial non-repayable subsidy to the Debrecen factory. The subsidy is tied to CATL achieving yearly sales and wage-mass benchmarks, though the specific thresholds remain confidential. The agreement obliges CATL to submit annual reports on staff numbers, without mandating that employees be Hungarian.

Funding is scheduled in three installments that correspond to the plant’s three construction phases, with the first phase already operational at 40 % capacity. The total investment value is disclosed as nearly three trillion forints (2848 billion), and the plant must operate for at least 11 years to retain the aid. The contract grants the state collateral rights over Debrecen property and CATL’s domestic bank accounts, and allows suspension of payments if the project stalls or regulatory breaches occur.

Why it matters

It reveals how public money is linked to foreign battery investment and the safeguards Hungary has built into the deal.
