Delhi unveils 2047 Master Plan to deliver 40 lakh affordable homes via land pooling and redevelopment
The Ministry of Housing and Urban Affairs launched the Delhi Master Plan 2047, aiming to create roughly 40 lakh low-cost housing units through brownfield redevelopment, greenfield expansion and land-pooling schemes.
Delhi's Ministry of Housing and Urban Affairs has presented the Master Plan 2047, targeting roughly 40 lakh affordable residences across the capital region. The plan emphasizes area-based redevelopment of brownfield sites with transit-oriented, mixed-use projects, and right-of-way planning for greenfield zones using land-pooling and low-density layouts. Minimum redevelopment thresholds for group, DDA and government housing drop to 3,000 square metres, expected to generate about seven lakh extra units, while 18 lakh homes will be built in metro-corridor TOD zones.
Additional incentives include a 15% floor-area-ratio boost for workers' housing on larger industrial plots and a 50% FAR uplift for affordable rentals aimed at students and low-income groups. Land-pooling will cover nearly 200 square kilometres, creating 12 lakh new homes, a 600-km road grid, and a high-density corridor with FAR up to 400 along a 250-metre-wide strip of UER-II. The first notified sector, Sector 8B in Village Gadi Khasro and Ibrahimpur, is ready for rollout, and 1,511 unauthorized colonies will be regularised on an “as-is-where-is” basis, securing property rights for about 45 lakh residents.
