Democracy Forward sues Trump administration over Title X funding overhaul

Democracy Forward, representing Planned Parenthood, filed a lawsuit challenging the Trump administration’s plan to reshape Title X funding toward fertility tracking and away from contraceptive services.

On July 28, Democracy Forward filed a federal case on behalf of Planned Parenthood Federation of America, contending that the Trump administration’s new Title X funding guidelines breach statutory requirements and serve a partisan agenda. The Department of Health and Human Services announced that, starting in 2027, federal money would favor fertility tracking, marriage counseling and language about “biological reality,” while sidelining contraceptive provision.

The complaint says these shifts place Planned Parenthood and similar providers at a competitive disadvantage and jeopardize care for 1.3 million low-income, uninsured or underinsured Americans who depend on Title X for contraception, STD testing and cancer screening. Plaintiffs also assert that the rule changes were implemented without the public notice and comment process mandated by the Administrative Procedures Act.

The lawsuit seeks to force the administration to reverse the politicized funding model and restore evidence-based reproductive health services nationwide. Legal experts note that the case could set a precedent for how federal health programs are altered under ideological pressure.
