He explained that the 2025 One Big Beautiful Bill Act introduced work requirements for able-bodied adults and raised the state’s share of administrative expenses from 50 % to 75 %, worsening Iowa’s budget pressures.

Sand said state officials’ pleas fall on “deaf ears” and cited a former GOP legislator’s comment about the federal government’s top-down approach. Local pantry director John Bullock described the facilities as a “tourniquet” for a deepening crisis, noting sharply rising demand. Sand also condemned Republican lawmakers for supporting the SNAP cuts and Governor Kim Reynolds for turning down about $30 million in federal summer-lunch aid, which he said forces pantries to fill the gap. He warned that Iowans are frustrated with a political system he calls “one-party rule.”
