Democratic Senators Introduce Bill Targeting E1 West Bank Settlement Facilitators

On Wednesday, Senate Democrats led by Chris Coons, Elizabeth Warren, Ron Wyden and Ruben Gallego plan to introduce a bill that would sanction foreign companies, individuals or other entities deemed complicit in constructing or supporting Israeli settlements in the E1 sector of the West Bank. The legislation empowers the Treasury Department to target those who bid on E1 projects, finance settlement activity, or facilitate the movement of Israeli civilians into the zone.

The E1 plan, announced by Finance Minister Bezalel Smotrich, would split the occupied West Bank and jeopardize prospects for a two-state solution, drawing criticism from Western capitals and advocacy groups. The initiative underscores mounting friction between many Democrats and Israel over settlement expansion and the broader conduct of the Gaza conflict. While Democrats currently hold 47 Senate seats, polls suggest they could gain a majority in the November midterms, potentially reshaping U.S. policy toward Israel. The House of Representatives is not in session, so even if the Senate passes the measure, immediate legislative action is unlikely.
