Democratic senators say Trump administration's policies are deepening U.S. childcare crisis

A group of Democratic senators warned that actions by the Trump administration are worsening childcare affordability, citing rising costs and daycare closures.

Democratic senators, headed by Elizabeth Warren, addressed a letter to ACF assistant secretary Alex Adams alleging that the Trump administration is aggravating the national childcare shortage. They pointed to federal budget cuts and policy shifts that have destabilized programs such as Head Start, including a funding freeze imposed shortly after President Trump took office. The senators noted that childcare prices rose faster than overall inflation in 2025 and that daycare and preschool costs increased by 3.5% up to May 2026, forcing many providers to raise fees or shut down.

They cited more than 400 Oklahoma daycare closures since November and over 300 Indiana program shutdowns since the previous September. Recent ACF rule changes eliminated the Biden-era requirement that families' co-payments not exceed 7% of income and altered provider payment structures, which the senators argue could further raise costs and push providers out of business. The letter requests detailed data on center closures, cost trends, and the impact of the regulatory revisions.
