He praised Homeland Security Investigations for recent interdiction gains but warned that pressure on the southern border has shifted the problem inland, exemplified by the largest fentanyl laboratory seizure on a tribal reservation this year.

Mullin highlighted jurisdictional conflicts between DHS, HHS, and tribal authorities that create opportunities for organized crime. He also noted that synthetic opioids are arriving from India and China, underscoring the need for tighter regulatory coordination. The secretary urged legislative measures to give agencies clearer authority to shut down these pathways.
