Durham police issue alert as repeat high-risk sex offender is released
Durham Regional Police warned the public that 48-year-old repeat sex offender Keith Theodore Constantin has been released and will reside at an undisclosed location in the region.
Durham Regional Police released a safety alert stating that 48-year-old Keith Theodore Constantin, a repeat high-risk sex offender, will be residing at an undisclosed address in the region. Constantin’s criminal history spans nearly 20 years and includes sexual assaults on a child and a blind woman, armed robbery, explosives possession and threats. After a series of convictions and brief releases, he most recently was freed following a plea deal that placed him on the national sex-offender registry for life.
Under a peace bond, he may not associate with anyone under 16, enter child-focused facilities, consume alcohol or drugs, own weapons, use the internet, or be near parents of minors. Police asked the public to remain alert and report any dangerous activity. The alert follows earlier community opposition in Hamilton and York when he was previously released.
