Economy Minister Kapitány files two new criminal complaints over Exim Bank deals

Economy and Energy Minister Kapitány István announced two fresh investigations into alleged mismanagement and abuse of public funds linked to Exim Bank.

Economy and Energy Minister Kapitány István disclosed that two additional criminal complaints have been lodged with the Nemzeti Nyomozó Iroda, alleging embezzlement, negligent handling and official abuse in Exim Bank operations. The first investigation targets a private equity vehicle that received public funds from Exim's former management; the bank now assesses the remaining value as far below the original investment, indicating a substantial loss.

Kapitány suggested that the fund's manager, Gubicza Ágoston, who is linked to Rogán Antal, may have benefited from the arrangement. The second case involves Hungarian Real Estate Financing Zrt.'s acquisition of bonds from a firm associated with Jellinek Dániel, part of the Indotek group, which did not provide sufficient security for repayment, leaving the state as guarantor for most of the exposure. Exim had already flagged this transaction as legally and financially risky. With these filings, the total Exim-related complaints approach a value of nearly 1.3 trillion forints.

Why it matters

The complaints highlight possible misuse of public funds and raise concerns about oversight of state-backed financial institutions.
