Access problems occurred at 1.6% of polling places, where observer lists were missing or entry was delayed until after 7:00 a.m., but these issues were promptly corrected. Opening times were largely on schedule, with 52.1% of stations opening at 7:00 a.m. and another 37% within a quarter-hour; only 0.8% opened after 8:00 a.m. The coalition recorded 46 serious violations, including bans on observation and mishandling of election materials.
New voting technologies were operational in 99% of stations, though in 2.7% the tech operator was absent at 6:00 a.m. and in 2% voter instructions were not displayed. Citizens were urged to report any irregularities via a toll-free number or online form.
