EPFO proposes a Rs 25,000-crore reserve to shield pension interest rates
The Employees’ Provident Fund Organisation is evaluating a Rs 25,000-crore Interest Stabilisation Reserve to protect members' annual interest payouts from bond defaults and market volatility.
In New Delhi, the Employees’ Provident Fund Organisation is considering the creation of a dedicated Interest Stabilisation Reserve worth Rs 25,000 crore to insulate its nearly 30 crore members from fluctuations caused by corporate bond defaults and forced exits. The reserve would be funded over time using surplus capital-gain earnings from equity ETFs and excess interest income, and would be placed exclusively in liquid government securities to ensure capital safety and immediate liquidity.
A study by IIM Kozhikode, discussed by EPFO’s investment committee, recommended the reserve after finding that credit stress and equity market crashes are closely linked, exposing a structural vulnerability. The report, now with a high-powered panel examining EPFO’s investment framework, showed that a Rs 25,000-crore buffer could cover projected shortfalls in most years, with only the 2019-20 crisis requiring a temporary drawdown. The fund would also enable disciplined, multi-year exits from distressed assets without harming subscriber returns.
Why it matters
A stable interest reserve would protect millions of Indian retirees from market shocks that could reduce their pension earnings.
