Estonia Enables Automatic Domestic Roaming for Mobile Users During Major Emergencies

Effective October 1, Estonia’s Crisis Situation and National Defense Act introduces a domestic roaming provision that lets mobile subscribers use a rival operator’s network when their primary provider’s infrastructure is impaired in a severe emergency. The rule applies across the entire country to the three major carriers—Elisa, Tele2 and Telia—and is reserved for crises that affect national security, not for ordinary power outages caused by storms.

Ministry of Justice and Digital Affairs spokesperson Mart Laas explained that phones will automatically select any functioning tower, eliminating the need for regional activation. Tele2’s technology director Tanel Sarri noted that the company already maintains redundant external connections, generators and battery backups at its roughly 1,500 sites to ensure continuous service. The legislation also merges existing defense and crisis-management statutes and updates the appointment process for the Estonian Defense Forces commander.
