Estonia's Supreme Court dismisses appeal over eastern border bunker tender
The Supreme Court of Estonia rejected Nordic Shield Group AB's challenge to a tender for concrete bunkers along the eastern border, allowing the procurement to move forward.
Estonia's Supreme Court refused to hear a cassation appeal lodged by Nordic Shield Group AB, which sought to overturn a tender organized by the Estonian Center for Defense Investments (RKIK) for concrete bunkers on the eastern frontier. The company had contested the tender's production quality criteria and the mandatory ISO certificate, which RKIK said the bidder failed to satisfy. With the court's decision, RKIK's Baltic Defense Line project can resume its procurement steps, including bidding rounds, negotiations, and evaluations, aiming for a contract signing as early as March next year.
Project manager Armin Siilivask confirmed the timeline and emphasized the goal of completing 600 bunkers by the close of 2027. The tender was initially announced in 2025 to strengthen Estonia's border defenses.
Why it matters
The ruling clears a legal hurdle for Estonia's plan to fortify its eastern border with 600 concrete bunkers by 2027.
