EU braces for surge of Russian hybrid attacks ahead of upcoming elections

European officials warn that Russia may intensify hybrid operations—drones, cyber-attacks, sabotage and disinformation—as a wave of national elections approaches.

European authorities are alert to a possible escalation of Russian hybrid activity—including drone incursions, cyber assaults on critical infrastructure, sabotage attempts and disinformation campaigns—as a series of national elections draws near. A high-level European source warned that election-holding states could become clear targets, prompting Brussels to warn of amplified attacks designed to unsettle the EU and probe NATO solidarity.

France has created a dedicated agency, Vignium, to track digital manipulation and activated a national emergency plan for transport, energy and telecom networks. Italy and Poland have also readied early-warning systems, while Austria, Denmark, Slovenia and others have contributed to joint defence projects. The European Commission highlighted fragmented national approaches, shortages of specialised staff and dependence on external technology, noting these weaknesses could be exploited during the electoral cycle.

Why it matters

Hybrid attacks could disrupt elections and weaken EU security coordination during a critical political period.
