EU Council clears partial refunds for military aid to Ukraine after Hungarian veto lifted
The EU Council approved a set of decisions that enable partial reimbursement of previously delivered military support to Ukraine, following the removal of Hungary's veto.
According to a Council communiqué, eight adopted resolutions will make it possible to partially repay countries that have supplied Ukraine with military equipment and ammunition. A further portion of the budget is dedicated to financing the EU's military training mission for Ukraine. These actions put into effect a political deal struck on 25 September, which called for mobilising funds for new defence acquisitions and strengthening the training mission until 2027.
The overall EU support to Ukraine through the European Peace Facility has increased as a result. The reimbursement mechanism, previously blocked by Hungary's veto, is now operational, easing financial pressure on donor states that contributed from their own stockpiles.
Why it matters
It restores financial compensation for nations that have armed Ukraine, easing budget strains and reinforcing EU defence cooperation.
