EU General Court rules it cannot review frozen Russian asset aid to Ukraine
The EU General Court dismissed Hungary's lawsuit seeking to stop billions of euros in Ukrainian aid financed by frozen Russian assets, saying the matter falls outside its jurisdiction.
A lawsuit filed by Hungary's previous administration aimed to halt EU assistance to Ukraine that is funded by earnings on frozen Russian central-bank assets. The claim argued that the European Peace Facility, the EU's main military aid tool, had ignored Hungary's veto rights and breached principles of member-state equality. The EU General Court responded that the contested decision is a strategic choice under the Common Foreign and Security Policy, an area largely exempt from judicial scrutiny, and thus dismissed the case.
Between 2022 and 2024 the EU allocated €6.1 billion through the Peace Facility, and in 2024 added a €5 billion Ukraine Assistance Fund, bringing total support to €11.1 billion. The ruling comes as Hungary's new government has shifted its stance toward Russia, recently expelling ten Russian diplomats. The decision maintains the flow of aid to Kyiv despite Hungary's legal challenge.
