EU leaders clash over 2028-2034 budget, Macron pushes year-end deal

EU heads gathered in Brussels and remain split on the size of the 2028-2034 budget, while French President Emmanuel Macron warned that a deal must be reached by year-end.

At a Brussels summit, EU leaders met behind closed doors and found themselves divided over the total level of the Union’s 2028-2034 budget. The Irish plan, which suggests reductions to the European Commission’s draft, was a focal point of debate. European Council President Antonio Costa pressed for a settlement before the December summit, citing upcoming elections in France, Italy and Poland as potential disruptors.

French President Emmanuel Macron warned that a deadline after January would leave no political room for a deal, heightening tensions. Italy’s prime minister Giorgia Meloni said Italy will only sign an agreement that benefits the country, while German Chancellor Friedrich Merz called for a significant cut but did not reject the Irish proposal outright. Swedish Prime Minister Ulf Kristersson objected to the Irish plan, saying it would force Sweden to raise its contribution by 60%, which he deemed unacceptable.

Why it matters

The budget outcome will determine EU spending priorities and financial commitments for the next seven years.
