EU leaders clash over size and timing of 2027-2034 budget plan

European heads are divided on whether to cut the 2027-2034 EU budget, with some pushing for a leaner plan and others defending current spending levels.

During the EU leaders' summit, Nikos Christodoulides said that projecting the budget to 2034 while it is only 2026 makes planning difficult, and that a longer-term, multi-year approach could ease acceptance among some countries. Germany, represented by Chancellor Friedrich Merz, along with the Netherlands and Sweden, are advocating for a more constrained budget, whereas Cyprus proposes a 10% cut and Ireland an 8% cut to the Commission's draft.

Two clear camps have emerged: those seeking reductions for tougher times and the "cohesion friends" opposing cuts to agriculture and regional funds. Antonio Costa announced an extra meeting in November to bridge gaps and warned that missing the year-end deadline could delay payments to farmers and researchers. French President Emmanuel Macron cautioned that a missed December deal would leave him without a political mandate to sign a May 2027 agreement, while Marine Le Pen has signaled she would lower France’s contributions if elected.

Why it matters

The outcome will shape EU spending priorities and affect funding for agriculture, research and regional development across member states.
