EU opens public consultation on post-2027 waste import list for non-OECD countries

The European Commission has initiated a public consultation on a proposed roster of non-OECD countries eligible to receive non-hazardous waste from the EU once the new rules start in 2027. The draft draws on applications from 32 states, though the volume of requests does not equate to granted authorisations, and the final list remains provisional. Under the 2024 waste-transfer regulation, exports to non-OECD nations are generally prohibited, with exceptions for countries that demonstrate sustainable, environmentally-sound waste handling.

Exporters will be required to secure independent audits of destination facilities, and negative audit results will halt shipments. The consultation also invites input from citizens, businesses, NGOs, public authorities and researchers, with the first definitive list to be published by the end of 2026.
