EU Parliament strengthens passenger refund rights and disability protections

The European Parliament approved new rules that require full refunds, including agency fees, for cancelled flights booked through travel intermediaries, and expand assistance for disabled travelers.

New EU rules, set to take effect alongside the recently adopted air passenger rights regulation, mandate that travelers whose flights are cancelled through travel agencies or online booking services receive a full refund, including any intermediary fees, within 14 days. Green Party MEP Markéta Gregorová described the 14-day requirement as a revolutionary step, emphasizing the previous inadequacy of airline practices. The legislation also extends rights for passengers with disabilities, allowing a companion to travel free of charge when necessary, consistent with existing provisions for buses, trains and ships.

Additionally, the reforms grant domestic enforcement bodies stronger investigative powers to address potential breaches. Gregorová stressed that the changes do not introduce a new system but compel carriers to adapt to the updated standards.

The rules give EU travelers faster, fuller refunds and better support for disabled passengers, improving consumer protection across transport modes.
