EU signs new association accords with Andorra and San Marino
The European Commission sealed association agreements with Andorra and San Marino in Brussels, opening a deeper partnership and internal-market access.
In Brussels, European Commission officials Maroš Šefčovič and Valdis Dombrovskis concluded association treaties with the European micro-states of Andorra and San Marino, witnessed by Andorran Prime Minister Xavier Espot and San Marino’s foreign affairs secretary Luca Beccari. Šefčovič described the accords as opening a new chapter of deeper partnership, especially valuable amid geopolitical uncertainty. The agreements grant the two countries conditional access to the EU internal market, comparable to the status of EEA members such as Norway, while preserving their sovereignty.
Parallel amendments to existing monetary accords were made to harmonise legal frameworks and reduce regulatory overlap. The treaties still need the Council of the EU’s approval, the European Parliament’s consent, and a national referendum in Andorra before becoming effective.
Why it matters
The accords expand EU economic ties and give Andorra and San Marino new market opportunities while preserving their independence.
