EU to push a mitigation package at COP31 to turn pledges into action

The European Union plans to use the upcoming COP31 summit in Turkey to press for a “mitigation package” that would translate existing climate pledges into concrete emission-cut measures.

A draft EU paper, prepared by Ireland during its rotating presidency, details how the bloc will seek a “mitigation package” at COP31 in Turkey to convert current climate pledges into real-world emission reductions. The proposal calls for extending the UN mitigation work programme until 2040 and for nations to respond to the UN’s recent confirmation that the 2015 Paris goal of limiting warming to 1.5°C will be missed. Irish climate minister Darragh O'Brien said the EU will strengthen partnerships to accelerate the shift away from fossil fuels and boost electrification.

EU climate ministers are set to discuss the strategy in a meeting on Monday. The document also states that there is no room for new climate-finance commitments at the summit, a stance that could clash with poorer countries seeking additional support.

Why it matters

The EU’s push at COP31 could shape global climate action by turning pledged targets into enforceable emission cuts.
