EU warns that Russian hybrid strikes endanger civilians across Europe

At a briefing in Brussels, EU foreign policy chief Kaja Kallas warned that Russia’s hybrid warfare tactics are increasingly endangering civilians across the continent. She noted a recent rise in sabotage attempts, drone incursions and missile violations of Moldovan airspace, describing the latest breach over the weekend as unacceptable. Kallas referenced Russia’s extensive missile and drone assault on Ukraine’s energy infrastructure on Sept. 30, which targeted power facilities around Kyiv.
German Chancellor Friedrich Merz echoed these concerns, saying Germany is also confronting a growing wave of Russian hybrid attacks and pledged continued support for Ukraine ahead of a harsh winter. German authorities have repeatedly accused Moscow of orchestrating drone and cyber operations, including an alleged drone strike at Leipzig airport in August, a claim Russia rejects. The statements underscore a broader pattern of Russian aggression beyond Ukraine’s borders.
