Europe faces accelerating heat, wildfires and water stress as EU seeks resilient climate policies

Rising temperatures, expanding wildfires and shrinking river flows are straining health, ecosystems and economies across Europe, prompting the EU to prioritize long-term resilience over emergency response.

Europe is experiencing a rapid rise in temperature, outpacing the world average and turning heatwaves into a persistent public-health threat, with the majority of climate-related deaths now linked to extreme heat. Wildfire activity has escalated, reaching unprecedented extents across the EU, while prolonged droughts have lowered river levels, jeopardising farming, renewable energy and aquatic habitats. The EU’s climate-adaptation framework emphasizes early alerts, climate-risk assessments and nature-based interventions, alongside a 2026 urban-cooling initiative to protect vulnerable populations.

However, disparities persist, as poorer municipalities struggle to fund green infrastructure, tree planting and heat-mitigation projects. Experts stress that emergency response alone cannot address the underlying vulnerability, calling for integrated forest management, spatial planning and ecosystem restoration to reduce fire susceptibility. Water-resilience plans aim to improve efficiency, cut leaks and promote reuse, targeting a 10% reduction in water use by 2030.
