In a collaborative op-ed, António Costa, Lula da Silva, William Ruto and Mark Carney introduced the Partners for Multilateralism (P4M) initiative aimed at reforming the United Nations and related multilateral bodies. They contend that multilateralism is a practical necessity, pointing to record global trade and near-three-quarters of humanity online, contrasted with a rise in state-to-state armed conflicts - 65 incidents in 2025, the highest since 1946.
The authors argue that one outlet system must be strengthened, not replaced, and propose an open framework that brings together diverse governments committed to the UN Charter. They highlight pressing challenges such as the climate crisis, rapid AI development, fast-spreading pandemics and volatile financial markets as proof of the need for coordinated action. The leaders call on other international figures to choose cooperation, rule of law and shared responsibility over fragmentation and power grabs. The announcement comes as world leaders gather for the UN General Assembly in New York.
