Experts warn that a Ukraine-Russia ceasefire could reshape Romania's security posture

Political scientists assess two possible developments: a comprehensive ceasefire that might stabilize the front if Ukraine retains defensive capacity and reliable aid, and a limited energy armistice that would stop strikes on power grids while combat persists in other domains. While a pause could lower short-term dangers, Russia might exploit it to restore strength, raising the threat to Romania's eastern flank. Consequently, Romania is advised to maintain investments in air defence, anti-drone systems, logistics and Black Sea infrastructure protection.

The analysis also points to Moldova's exposure as a neutral state lacking NATO's collective defence, warning that political pressure, cyber attacks and disinformation could intensify. Romanian policymakers are urged to keep backing Moldovan institutions and energy security across the Prut River.
