Under section 82 of the Electoral Act 1993, it's a legal requirement for anyone who is eligible to enrol once they turn 18. The Act states offenders might receive a fine of up to $100 or up to $200 for a second conviction if you don't have a good reason for not being enrolled. But stand down - that basically never happens.
