Father of slain victim appointed head of ICE's victims support office
Joe Abraham, whose daughter was killed by an illegal-immigrant driver, will lead ICE’s VOICE program, a unit that assists victims of immigrant-related crimes.
Joe Abraham’s daughter, 20-year-old Katie Abraham, and her friend Chloe Polzin died in a January 2025 drunk-driving hit-and-run caused by illegal immigrant Julio Cucul-Bol, who later received a 30-year prison sentence. Following the tragedy, Abraham emerged as a leading advocate for stricter border enforcement and was credited with inspiring Operation Midway Blitz, a Chicago-area immigration sweep that produced over 4,000 arrests.
He has now been appointed executive director of ICE’s Victims of Immigration Crime Engagement (VOICE) office, a role he describes as deeply personal. White House spokesperson Lauren Bis highlighted his dedication to victims of illegal-alien crime and criticized sanctuary policies in Illinois. The VOICE office, revived by the Trump administration in April 2025, has already fielded hundreds of calls and assisted dozens of victims and families. Abraham’s new position underscores the administration’s focus on linking immigration enforcement with victim support.
