FBI Most Wanted fraudster spotted dining luxuriously in Manila

Michael Marasigan, listed on the FBI’s Most Wanted roster for a scheme that stole tens of millions from charity bingo games, was captured in a recent photograph taken in Manila. The image shows him with a hairstyle matching his booking photo, clean-shaven, dressed in a black jacket, black pants and a white tee, and wearing a gold bracelet or watch on his left wrist. The setting appears to be one of the five Las Flores restaurants, an upscale Spanish-cuisine chain where meals cost roughly PHP 2,000 per person.

Marasigan was sentenced in May to almost 22 years for fraud, money-laundering and related charges tied to a Guam bingo hall that promised donations to the Shriner’s Hospital for Children in Hawaii. After a medical release, he escaped to the Philippines, a dual-citizen nation, and has evaded a court order to return. The FBI has offered a $150,000 reward for information leading to his capture and is still requesting tips, noting that any arrest in the Philippines would require a formal extradition process.
