Federal officials unveil new 17,000-person non-citizen voter list as L.A. disputes prior data

A Homeland Security affidavit disclosed an extra 17,000 California voter records possibly linked to non-citizens, while L.A. County officials say a review of the earlier 20,000-person list shows nearly 40% were U.S.-born.

In a sworn affidavit, associate director Nicolas Bartell of the Fraud Detection and National Security Directorate at USCIS announced that, beyond the disputed 20,000 "likely non-citizen" registrations, a separate batch of over 17,000 California voter records may be tied to non-citizens. Los Angeles County Registrar-Recorder Dean Logan’s office, represented by Monica Flores, examined a sample of 200 entries from the original list, discovering that 38.9% indicated U.S. birth and that most records were cancelled or inactive, raising concerns about disenfranchising valid voters.

Federal prosecutors have charged 28 individuals with election-related offenses and are seeking an emergency restraining order to isolate ballots from the flagged voters, while state attorneys maintain that the Justice Department cannot override state election law within 90 days of an election. Governor Gavin Newsom’s office noted that the few proven cases represent a tiny fraction of California’s 23 million voters. The dispute follows earlier claims by DHS Secretary Markwayne Mullin that up to 190,832 non-citizens could be registered, a figure the state has challenged for lack of methodological transparency. Election experts criticize the federal methodology as relying on commercial data-matching tools similar to those used by conspiracy theorists, intensifying the legal battle just weeks before the November 3 vote.

Why it matters

The dispute could shape ballot eligibility and voter confidence ahead of the November 3 election.
