Finance Minister calls for budget built on actual resources ahead of 2027 plan
Finance Minister Alexandru Nazare announced a fresh assessment of funds received and spent under the PNRR before the 2026 budget revision and the 2027 budget preparation.
Alexandru Nazare, Romania's Finance Minister, disclosed that the government will conduct a current-state review of money collected and spent through the National Recovery and Resilience Plan before adjusting the 2026 budget and drafting the 2027 budget. He noted that recent EU fund receipts reduce the need for domestic financing and stress the importance of using real, updated resources. The ministry has been asked to produce a comprehensive report on the PNRR, detailing inflows, outlays, incomplete investments and outstanding liabilities.
Nazare emphasized that budgets must reflect actual resources, not projections, and that public investment should be coordinated across programmes and agencies. He warned against the fragmentation of projects and advocated for a coherent, multi-year investment plan that aligns with fiscal consolidation goals. The minister concluded that the 2027 budget should prioritize truly essential projects and reforms, ensuring fiscal stability while supporting development.
