Finland's emergency agency warns of dwindling societal resilience amid Ukraine war alerts

Huoltovarmuuskeskus says Finland lacks recent crisis experience and stresses the need to keep everyday services running during prolonged emergencies.

Huoltovarmuuskeskus released a study drawing lessons from the war in Ukraine, warning that Finland no longer has a recent reference point for handling long-term crises. The report argues that societal resilience hinges on preserving basic daily functions such as retail, education and health services, rather than solely on reserves or backup systems. It identifies key sectors—health, food production, industry, logistics, information, security and finance—as essential for continuity, and stresses the importance of employee well-being amid constant alerts and workforce shortages.

Critics like Reserviläisliitto chair Kari Salminen have voiced worries about the mental resilience of Finns, especially youth, citing recent PISA results. The agency also notes the growing role of digital platforms in maintaining contact and morale during emergencies, while acknowledging Finland’s long tradition of preparedness.

Why it matters

The report highlights gaps in Finland's ability to sustain everyday life during prolonged crises, affecting public safety and economic stability.
