Finland's EU net contribution rises to €70 per citizen in 2025
Finland's net payment to the EU budget grew to €394 million in 2025, or €70 per resident, according to the Ministry of Finance.
According to figures released by the Ministry of Finance on Monday, Finland’s net contribution to the EU budget reached €394 million in 2025, which translates to €70 for each resident. This marks an increase from the €309 million net contribution recorded in 2024, when the per-resident amount was €55. The rise occurred even though Finland’s receipts grew, with the European Commission reporting €1.702 billion in direct EU budget payments and €679 million from the recovery instrument for 2025.
Payments from the national budget to the EU rose by €197 million to €2.22 billion, driven largely by agricultural subsidies that accounted for 49 % of total receipts. Funding also came from Horizon Europe (€217 million), the European Regional Development Fund (€114 million) and the European Social Fund (€89 million). Using the Commission’s methodology, the net contribution equated to 0.14 % of Finland’s gross national income, higher than the 0.11 % share in 2024. Finland has been a net contributor since 2001, with Germany, the Netherlands and Sweden posting higher per-resident contributions.
Why it matters
The higher contribution shows Finland’s growing fiscal burden to the EU, affecting national budgets and public debate on membership costs.
