Finland's transport ministry proposes congestion charges for Helsinki and possibly Tampere

The Transport and Communications Ministry suggested introducing congestion fees in the Helsinki metropolitan area, with a similar scheme under consideration for Tampere.

The Finnish Transport and Communications Ministry released a draft vision for the 2027 government, recommending congestion pricing in the Helsinki region and exploring a comparable system for Tampere. The suggested model mirrors Stockholm's gate-based, license-plate-recognition scheme, which could generate between ten and one hundred million euros per year for Helsinki. Revenues would be earmarked for road and public-transport upgrades, with the aim of reducing traffic jams and greenhouse-gas output.

The ministry also highlighted the need to adjust vehicle taxes, noting that eliminating current electric-car tax breaks could diminish incentives for clean-vehicle adoption. Additional recommendations included reforming domestic airline subsidies and increasing funding for basic road maintenance.

Why it matters

Congestion fees could reshape Finnish urban mobility, raise significant funds for transport, and impact emissions and vehicle tax policy.
