Finland to Require Civic Knowledge Test for New Citizens Starting March 2027

From March 1, 2027, most citizenship applicants aged 18 to 64 must pass a civic knowledge exam before applying, unless they qualify for an exemption or meet the requirement through education.

Finland will introduce a citizenship examination beginning on 1 March 2027, requiring most applicants aged 18-64 to demonstrate knowledge of the country's legal system, history, and cultural values before their applications are accepted. The Finnish Immigration Service (Migri) said the test will be administered via computer, offering multiple-choice questions in either Finnish or Swedish, with six to ten national sessions each year in major cities such as Helsinki, Tampere, Turku, Oulu, Kuopio, Vaasa and Rovaniemi.

Applicants who have completed Finnish or Swedish matriculation, earned a Finnish-taught higher-education degree, or have qualifying health conditions can bypass the exam. Migri will provide study materials prepared with the University of Helsinki by late 2026, and successful candidates will retain a permanent result for future citizenship requests. The change follows earlier amendments that tightened residency and financial criteria for naturalisation.
