Fiscal Council urges emergency legal route to approve partial budget amendment

The Fiscal Council recommends using an emergency legislative procedure to pass a limited budget revision that would not raise the deficit.

Facing shortfalls in funding for certain public bodies, notably health emergency reception units, the Fiscal Council has pressed for a rapid budget correction. Council president Daniel Dăianu argued that a partial amendment, crafted under the emergency ordinance framework, could address the issue without altering the approved budget balance or adding to the deficit. The plan would involve government officials who also hold parliamentary seats submitting a draft law, supported by technical justification from the Ministry of Finance and the relevant ministries.

This amendment would simply shift resources from under-executed items to the areas in need. Parliament could then debate and adopt the measure through the emergency procedure, ensuring funds are available before year-end.
