Florida judge issues arrest warrant for former Cuban leader Raul Castro

A Miami judge signed an arrest warrant accusing former Cuban president Raul Castro of conspiring with spies in Florida to commit first-degree murder in the 1996 Brothers to the Rescue shoot-down.

In Tallahassee, a Miami judge authorized an arrest warrant against Raul Castro, the former president of Cuba, on grounds of conspiracy to commit first-degree murder. The warrant, signed by Chief Judge Ariana Fajardo Orshan, stems from a Florida Department of Law Enforcement probe that links Castro to Cuban spies who infiltrated the Miami-based Brothers to the Rescue organization in early 1996. According to the affidavit, the spies relayed flight information from Key West to Cuban authorities, prompting the Cuban Revolutionary Air and Air Defense Force to shoot down two rescue planes over international waters, killing three U.S. citizens and one legal permanent resident.

This state action follows a federal indictment and murder charges brought against the 95-year-old former leader earlier in May. Florida officials have long pressed for accountability, reflecting the state's large Cuban diaspora. Attorney General James Uthmeier will hold a press conference to detail the new warrant.

Why it matters

The warrant revives legal pressure on a former head of state for a deadly 1996 anti-terrorist incident.

How the sides frame it

HIGH AGREEMENT

Both camps report the same arrest warrant against Raul Castro, but left-leaning coverage emphasizes the judicial authorization and the FDLE investigation, while right-leaning coverage highlights the Attorney General’s role, the no-bond nature of the warrant, and the political involvement of Governor DeSantis.

LEFT

Frames the story as a judicial action based on a law-enforcement probe linking Castro to 1996 spy activity and murder.

RIGHT

Frames the story as a political-driven prosecutorial move, stressing the Attorney General’s no-bond warrant and ties to state leadership.

The left emphasises

  • conspiracy to commit first-degree murder
  • FDLE probe linking Castro to Cuban spies
  • shoot-down of Brothers to the Rescue planes killing U.S. citizens

The right emphasises

  • no-bond warrant secured by the Attorney General
  • approval of the plan by Raúl and Fidel Castro
  • presentation of the warrant alongside Governor Ron DeSantis and extradition authority
