During the Eljamel inquiry, former patient Sandra MacLeod voiced astonishment at NHS Tayside’s disorganized testimony. Although she was slated to address records-management matters, the board later redirected several questions—specifically numbers 103 to 105—to Margaret Dunning, who had already given evidence. Counsel Jamie Dawson KC highlighted the inconsistency, emphasizing that Dunning had not spoken on certain topics, such as the accuracy of medical records.
MacLeod read from written notes and confirmed that her answers were drafted by experts, which she then approved in her executive capacity. She indicated that the selection of witnesses was decided by a committee that included medical director James Cotton. Other former patients in the hearing echoed her bewilderment, urging that those responsible be called to answer directly. NHS Tayside declined further comment, citing the ongoing nature of the inquiry.
