Former Sunrise Cambodia chairman Mark Dennis found dead after child abuse charges spark charity scrutiny

Barrister Mark Dennis, arrested for child abuse material, died before his trial, leading to renewed scrutiny of Sunrise Cambodia’s child-protection practices.

In January, Australian barrister Mark Dennis was arrested at Sydney Airport and charged with possessing and transmitting child-abuse material; he was discovered dead at his residence before a formal plea was entered. Investigators uncovered Dennis’s previous role as chairman of the children’s charity Sunrise Cambodia between 2018 and 2020, and former employees have raised historical concerns about inappropriate behaviour and inadequate child-protection measures within the organization.

Allegations include sexual harassment of staff, excessive contact with teenage girls, and unauthorized access to children’s dormitories, none of which were reported at the time. Sunrise has stated that no current or former child has been identified as a victim, but documents show the charity was aware of several misconduct claims involving staff. The case has spurred broader discussion among NGOs about fundraising practices, the use of orphanages, and the need for independent, locally-led investigations. Police from both Australia and Cambodia are continuing Operation Queenstown to examine Dennis’s network and any potential victims.

Why it matters

The case highlights possible failures in child-protection oversight at a major charity and raises questions about safeguarding standards in international NGOs.
